AI Law & Policy Workshop — July 25–27, 2025

In July 2025 we brought together law and policy students, researchers, congressional staffers, professors, and practitioners for a weekend-long AI Law & Policy Workshop.

Highlights from the weekend:

  • A national security crisis policy simulation: In a two-part, high-stakes exercise, participants responded in real time to an escalating AI-driven national security scenario — weighing options, balancing political considerations, analyzing national security laws, and designing policy solutions under pressure.
  • An expert panel on the Military Applications of AI, featuring Lt Gen Jack Shanahan, Prof. Carol Kuntz (George Washington University), Sam Bresnick (CSET), and Morgan Plummer (Americans for Responsible Innovation).
  • Expert-led small group discussions across the hardest problems in AI governance, including governance of internally deployed systems and executive action on AI, with experts from cybersecurity (David Turetsky and Josephine Wolff), biosecurity and law (Melissa Hopkins), AI regulatory design and evaluation (Kevin Frazier), intellectual property and third-party model evaluations (Charles Duan), the federal AI Action Plan (Jenny Marron), U.S.–China competition on AI (Steven Wang), AI red teaming and crisis scenarios (Gary Ackerman), and more.

2024 AI Law and Policy Workshop

In August 2024, the Vista Institute hosted a two-day AI Law and Policy Workshop in Washington, DC. The workshop included 21 law students and recent graduates interested in AI policy careers, three law professors, and fifteen AI policy experts from think tanks and government. Speakers and breakout sessions covered a range of topics from liability from AI-enabled harms, compute governance, and policy paths for law students entering government and think tanks, among others.

The event included participants at the Institute for Law & AI, RAND, the Department of Commerce, the Office of Management and Budget, the US House of Representatives, the Council on Strategic Risks, METR, the Future of Life Institute, and the Center for a New American Security, among many more.
